Infrastructure Data for Gigabit Expansion – Harmonised and automated data delivery to the Infrastrukturatlas thanks to the ISA-Konverter

The Infrastrukturatlas is the central information and planning tool for gigabit expansion in Germany, where it is operated by the Federal Network Agency (“Bundesnetzagentur”).

The road offices and authorities of Germany’s 16 federal states are required to deliver location data on existing infrastructure to the Bundesnetzagentur. This geodata must be harmonised and provided according to defined data delivery regulations.

To make this process run smoothly, wetransform developed the ISA-Konverter.

With the help of the ISA-Konverter, road and infrastructure data is automatically transformed and harmonised according to the required data delivery specifications.

The ISA-Konverter supports a wide range of connections, from individual geodatabases and geoportals to interfaces with common data management tools for infrastructure and road data.

For example:

  • TT-SIB INFOSYS
    A web-based information, maintenance, and analysis system for the road information database. The solution supports road construction authorities in the structured management, visualization, and analysis of road data.

  • ISYBAU
    Wastewater exchange formats that facilitate standardised data exchange between the client (e.g., state construction management) and the contractor (e.g., engineering firm) or other project participants (e.g., surveying firm or inspection company).

  • OKSTRA
    A comprehensive German standard that covers all areas from road design to inventory documentation to the recording of traffic data.

  • SIB-Bauwerke v 1.9
    An IT product developed by the federal and state road construction authorities for the recording, evaluating, and analysing of structural data.

The rollout of the ISA-Konverter as of September 15th, 2026: Mecklenburg-Vorpommern, Rhineland-Palatinate, and Saxony.

The ISA-Konverter supports the important data harmonisation of network infrastructure data in Germany. The development project, funded and financed by the German Federal Ministry for Transport (“Bundesministerium für Verkehr” (BMV), formerly the "Bundesministerium für Digitales & Verkehr"), ran for one year and has now reached the deployment and maintenance phase. The project management is carried out jointly by the Federal Highway Research Institute (FBA) and wetransform.

Thanks to the active participation and intensive stakeholder management of eleven federal states, the ISA-Konverter is already in use by the states of Saxony, Rhineland-Palatinate, and Mecklenburg-Vorpommern. The rollout to other federal states is scheduled to follow soon, alongside user support, workshops, and other training sessions.
